Contract management framework developed for long term outcome focused contracts

Facilitated a water sector client's development of a contract management framework for their long term outcome focused contracts (including PPP contracts) using workshop facilitation, development of an implementation roadmap and preparation of a detailed report. The framework incorporates contract management objectives, strategic action areas, supporting systems, and review and continuous improvement activities.

Contract Management Development for DBO Contract

Conducted gap analysis and identified areas requiring development to enable client business to adapt to new long term interfaces with their new DBO partner. Prepared and implemented a Development Plan of strategy and actions for achieving long term contract management outcomes.

PPP Contract Management Plans and Resources

Developed Contract Management Plans, Contract Administration Manuals, Obligation Management Systems and other contract management tools for various government clients as part of their internal strategic and operational management capability development for long term PPP and operational contracts management.

Contract risk profiling of PPP, DBO and operational contracts

Assisted various government clients to review contract responsibilities and risk allocations and capture these in the Partnerships Victoria Risk Allocation Template for consistency across contracts and support in change event negotiations.

Panel participant for Melbourne University - Contract Management for PPPs

Participated in discussion panel at Melbourne University responding to questions and discussing PPP contract management, service performance and value for money matters. This panel is part of a five day Public Sector Training and Development Program commissioned by DTF.

Panel participant for APEC Study Centre - Best Practices in the Operations of a PPP Agency

Participated in conference panel at APEC Study Centre (RMIT) responding to questions and discussing PPP related operational management and stakeholder management matters. This panel was part of a four day program: "Establishing Best Practices in the Operations of a PPP Agency - Structuring and Resourcing PPP Project Teams".

Operational readiness review of RFT documentation for a DBO contract

Reviewed a water sector client's RFT documentation for a Design, Build and Operate (DBO) contract and provided a detailed report of suggested enhancements that will improve the client's operational readiness and contract management of the operational period, including their resilience to audits and future demonstration of benefit realisation.

Major irrigation project midterm review and lessons learned

Reviewed project performance, management and forecasts midway through the project's implementation phase and reported on lessons learned to date, opportunities for improvement and recommended key actions. Client used lessons learned in finalising the project, and planning and commencing the next project.

Strategic operational plans for Water Pricing Submission

Supported client preparations for its 2017 water pricing submission through the development of water quality and recycled water upgrade Strategic Plans. These provided the linkage between strategy and intent, and the upgrade works required to achieve performance targets and customer outcomes.

Appointed to DTF's Professional Advisory Services Panel from 1 September 2015

Appointed to DTF's whole of government Professional Advisory Services panel (formerly CAFAS) commencing on 1 September 2015, including infrastructure gap analysis and planning, business case management, procurement, operational contract management and program review. Panel contract extended 2018.

Project Manager for DBO contract

Led implementation phase for water sector client's recycled water plant upgrade under a DBO model, including team establishment, reporting and approvals, risk management and contract interpretation and management. Also included transition to internal project manager and skills and knowledge transfer activities.

Procurement and program management advice, support and transaction management services to various clients

Provided a range of advice to several government sector clients based on specific requirements, including strategic planning for ECI based procurement and PPP and performance based procurement, document development and transaction management, and program management frameworks, reviews and processes.

Client federal funding application for major irrigation project

Supported rural water sector client develop and submit funding application for major irrigation supply system efficiency projects, including development of scenario modelling capability, risk assessment, review of documentation of proposed projects and water savings, and overall facilitation of application preparation within a tight timeframe.

Strategic advice in preparation of EOI submission for DBO procurement

Provided strategic advice and support to a private sector client in the water industry in their preparation and submission of an Expression of Interest for a regional Design, Build and Operate based procurement.

Gateway team member accreditation updated, Gateway Reviews conducted

Updated Gateway certification by completing DTF training and providing details to the Gateway unit for their database of accredited Gateway review team members.
