David Clements

David has over 30 years experience in most aspects of the water industry, and for the past 20 years has held various management positions including asset management and program delivery, corporate strategy and policy and management of public private partnership (PPP) contracts.

For the past 15 years, David has overseen both the procurement and operational phases of PPP contracts and other outcome focused infrastructure projects and has implemented a range of contract management and governance systems and processes to improve contract performance outcomes and minimise business risk.

Specialising in PPPs and having also worked across key corporate and strategy areas of the industry provides a rare ability to blend performance focused contracting skills with corporate and operational strategy and implementation outcomes.

David has particular experience in making smaller PPP projects and outcome focused contracts work including optimising transaction and contract administration costs, creating the right motivators to drive business and contract performance, and optimising risk allocations to deliver efficiency and value for money services. 

David can also assist your business align its strategy and operational activities with desired business outcomes through regeneration of business processes, and by recognising risk and creating the optimal balance of risk, efficiency and performance.
